Regulatory framework

Transload at Savannah operates inside three overlapping regulatory regimes that change at the moment cargo changes mode. Inbound vessel-borne containers arrive under the IMDG Code; once the freight is broken down, restuffed, or repackaged for the next leg, the controlling regime shifts to 49 CFR Parts 171–180 for over-the-road movement, 49 CFR Part 174 for rail, or 49 CFR Part 176 if the freight is reloaded for vessel carriage. The shipping papers, placards, segregation tables, and emergency response information must each match the regime of the next mode — not the regime that brought the cargo into the terminal.

Inbound containers discharge at Garden City Terminal and clear the gate under shipping papers issued at the port of origin. Mason Mega Rail — Georgia Ports Authority's on-dock rail facility, opened in 2021 — provides direct double-stack intermodal service to Memphis, Atlanta, Dallas, and Chicago.
