Regulatory framework
Transload at Savannah operates inside three overlapping regulatory regimes that change at the moment cargo changes mode. Inbound vessel-borne containers arrive under the IMDG Code; once the freight is broken down, restuffed, or repackaged for the next leg, the controlling regime shifts to 49 CFR Parts 171–180 for over-the-road movement, 49 CFR Part 174 for rail, or 49 CFR Part 176 if the freight is reloaded for vessel carriage. The shipping papers, placards, segregation tables, and emergency response information must each match the regime of the next mode — not the regime that brought the cargo into the terminal.
Garden City Terminal sits inside Foreign-Trade Zone #104, which permits bonded transload of imported hazmat without immediate customs entry. CBP-bonded movement from terminal to a transload facility, and onward to an FTZ-eligible inland warehouse, is the standard path for shippers deferring duty on Class 8 chemical drums or Class 9 lithium-cell containers headed to the Hyundai Metaplant America corridor. The bonded paperwork — CBP Form 7512, in-bond entry numbers, FTZ admission documents — runs in parallel with the hazmat documentation reset and must be reconciled before the load leaves the zone.
How a load runs
Inbound containers discharge at Garden City Terminal and clear the gate under shipping papers issued at the port of origin. Ramar receipt begins with paper-versus-placard verification: the UN number, proper shipping name, packing group, and quantity declared on the inbound documentation are matched against the placards and the package markings before the container is opened.
Mode-appropriate preparation follows. Class 9 lithium cells inbound for SK Battery in Commerce GA or for Hyundai Metaplant America are restuffed into rail-spec or OTR-spec containers with dunnage rated for the impact regime of the next leg, with UN3480/UN3481 documentation regenerated under 49 CFR 173.185. Class 8 drum and IBC freight is segregated, inspected for leakers, and re-blocked for inland dispatch. Vessel-bound Class 1 commercial export — sporting ammunition for SE distribution lanes that route through Savannah — receives ammunition-grade block and brace.
Documentation reset is the checkpoint that distinguishes integrated transload from a forklift transfer. New shipping papers, mode-correct placards, IMDG entries for any vessel-bound freight, and FTZ or in-bond paperwork for bonded segments are generated and validated against the original consignment. Onward dispatch follows: drayage to Mason Mega Rail for inland intermodal to Memphis, Atlanta, or Chicago; long-haul to a consignee inland; or staging into secure in-transit holding when the next leg's window is not yet open.
Why this port
Savannah is the operational center of the South Atlantic for transload because of three structural advantages. Garden City Terminal is the largest single-container terminal in North America at roughly 1,200 acres — the scale alone means more vessel calls, more carrier choice, and more flexibility on transload windows than any neighboring port can offer. The Savannah Harbor Expansion Project (SHEP) deepening to 47 feet, completed in 2022, brought ULCV service into the harbor, which means inbound consolidation freight arrives in larger lots and creates the kind of mode-change volume that justifies a disciplined transload operation rather than ad-hoc handling.
Mason Mega Rail — Georgia Ports Authority's on-dock rail facility, opened in 2021 — provides direct double-stack intermodal service to Memphis, Atlanta, Dallas, and Chicago. For shippers whose final destination is inland, transload at Savannah followed by rail dispatch from Mason Mega Rail is consistently the lower-cost, lower-handling-event path compared to drayage all the way to an inland intermodal yard.
The industrial draw matters too. Hyundai Metaplant America in Bryan County GA and SK Battery in Commerce GA anchor a Class 9 lithium battery corridor that flows through Savannah at scale; the Appalachian Regional Port in Murray County provides a GPA-operated inland rail node for NW Georgia and Tennessee distribution. FTZ #104 covers the port and supports bonded transload for shippers deferring customs on imported chemical and battery freight.

For shippers handing freight to an integrated transload operator at Savannah, the following items belong in the inbound packet:
- Inbound shipping papers matching the carrier of record into Garden City Terminal, with UN number, proper shipping name, hazard class, packing group, and net quantity per 49 CFR 172.202.
